About the Position Government - State (Government & Defence) Procurement and Commercial Lead, IT Projects VPS6: $129,379 - $173,138 p/a + super Fixed term - full time (24 months/flexible working arrangements) Based in Melbourne CBD, Kew and RingwoodAbout Us Investment and Technology is a Group within the Department of Transport and Planning, and is responsible for providing investment strategy and to deliver commercial and services to drive high performance and improved commercial outcomes for the State. About the Role This role will lead the development and implementation of sourcing plans for strategic IT Projects, establish third party arrangements, and effectively manage commercial and legal aspects of the contracts with third party vendors to ensure successful service delivery. To be successful in this role, compliance with DTP and Victorian Government Purchasing Board (VGPB) procurement policy frameworks is required as well as alignment with the DTP corporate plan and IT strategy to ensure value driven outcomes are achieved while recognising current and evolving business needs. The ideal candidate is an experienced Procurement and Commercial Lead who has in depth domain knowledge of Information Technology in particular Cyber Security, experience working in Government especially in procurement and contract management disciplines and has advanced skills in negotiation and vendor relationship management. Position Outcomes • Effectively plan end to end procurement initiatives for strategic IT Projects that includes sourcing strategy formulation, market engagement, evaluation, negotiation and contact award in line with the DTP and VGPB procurement policy frameworks. • Apply advanced specialist skills and lead the provision of services including level and quality of services through effective vendor management for strategic IT Projects and manage service delivery risks for the department. • Provide expert and highly strategic advice to senior business executives on specialist areas of outsourced services including contract construct, service levels, ongoing contract management, market insight and pricing. • Build and maintain effective relationships with senior business executives, project teams, and service delivery partners to achieve project objectives through collaboration and manage commercial arrangements with vendors in accordance with relevant guidelines and hold them accountable. • Apply complex problem-solving skills to resolve issues across the procurement lifecycle where policy, guidelines and precedents do not always exist and implement improvements that will lead to improve business efficiency, performance and value. • Creates a climate which encourages and supports openness, persistence and genuine debate around critical issues and provides sound explanation and argument for agreed position. • Provide effective leadership, people management and support to the team members while ensuing staff are engaged with high levels of cohesion and commitment and are delivering on the services required. • Promote and support safe, inclusive, and flexible team operations Key Selection Criteria KNOWLEDGE AND SKILLS -
• Ability to develop sourcing plans to lead and manage end to end procurement lifecycle for strategic IT projects and manage budgets and vendor support arrangements that achieve value for money. • Able to clearly define objectives and priorities to operate efficiently with the ability to action and adjust actions as required in accordance with DTP and VGPB guidelines. • Establishes systems and procedures to guide work and track progress, manages potential risks and barriers to provide effective solutions. • Ability to apply expert communication skills to ensure the submissions and reports to senior management at the DTP and external stakeholders are succinct with clarity and high quality achieving their purpose and meet audience requirements. • Develops and maintains partnerships with internal and external stakeholders, resolving conflict and managing timeframes, and ability to provide consistent actions to build trust and to achieve outcomes. • Ability to develop strategic relationships, negotiate with and influence key stakeholders and executives to achieve successful value driven commercial outcomes. • Advanced problem-solving skills to liaise with stakeholders, discuss and analyse issues and ability to influence outcomes, make recommendations to resolve and adjust action as required. • Demonstrated ability to effectively lead, review, develop, and recommend improvements to sourcing plans and contracts to improve quality and timely delivery of outsourced IT services. • Ability to manage multiple contracts, projects, or activities on time and within budget using effective judgement in prioritisation and planning whilst working effectively within a team environment. QUALIFICATIONS AND EXPERIENCE
Mandatory • Bachelor level degree in Information Technology, Business Management/Administration or relevant discipline. • Extensive relevant work experience within large and functionally complex organisation(s). • Understanding or have knowledge of DTP and/or Victorian Government Purchasing Board Policy and Guidelines. • Extensive experience in managing end to end procurement lifecycle preferably in Information Technology. • Proven experience in development and implementation of sourcing strategies including management of third-party service contracts to drive value.
